The Bounty Hunter is a continuous event that will select a random item from the bounty list and the first player to receive the drop will win the assigned spin reward. If nobody is able to get the bounty item within 6 hours a new item will be assigned.
To access the Bounty Hunter event interface simply type ::events in game. You will see an interface like this:
