The Beacon of Rage is melee arrow slot item. It can be obtained as a drop by Lodsmok or by upgrading the three component pieces at the Draconic Forge
An untradeable version the Beacon of Rage (u) can similarly be obtained by combining each of the (u) components, or by a very rare chance pulling it out of a Charred Artifact.
Both the normal and (u) versions can be combined with their Toxic Rounds and Artic Source counterparts at the Draconic Forge to create the Elemental Ward
It offers a 0.25% chance of giving a 10% melee damage boost
