I could not tell any difference in the wikicode used to place the category. So I assume it is some kind of inconsistent nested transclusion problem. I have read of these types of problems elsewhere.

	I came here to the starter wiki because I happened to be working on image license templates on the wiki I administer ([[w:c:cannabis:Main Page\|Weed Wiki]]). I had to add [[:Category:Image wiki templates]] directly to [[Template:Other free]] and [[Template:From Wikimedia]] in order for them to show up at [[:Category:Image wiki templates]]
